Phoenix Public Works Proposes Multi-Year Solid Waste Fee Increase

The City of Phoenix Public Works Department has proposed a series of gradual solid waste rate increases to keep up with higher operating and infrastructure costs. The plan, presented to the City Council, would mark the first major adjustment since 2020.

Under the proposal, residential solid waste rates would rise by $6 per month in both 2026 and 2027, followed by a $5 increase in 2028. Starting in 2029, an annual inflation-based adjustment of up to 5% could apply through 2034. The fee for the optional green organics collection service would also increase to one-fourth of the regular solid waste rate, beginning July 1, 2026.

City officials cited steep cost increases over the past six years — staff expenses are up 32%, vehicle costs 52%, and maintenance costs 40% — while solid waste rates have grown only about 2% annually. The department expects a $20.8 million shortfall this fiscal year without the changes.

Public Works operates as an enterprise fund, relying primarily on customer fees rather than general city revenue. Officials warned that without the proposed increases, the city may be forced to reduce trash collection and disposal services.
